Earlier this summer SEI announced that, from December, external wall insulation systems must have Irish Agrément certification to be eligible for support under the Home Energy Saving scheme. But many in the green building sector are critical of the decision, and some are questioning the value and purpose of Agrément. Lenny Antonelli reports.

Based on past form, the Department of the Environment officials could be forgiven for bracing themselves for a construction industry backlash in response to the proposed changes for Part L of the building regulations which aim to both improve energy efficiency and reduce carbon emissions by 40%, whilst also introducing mandatory renewable energy and air tightness requirements. Historic buildings are all too easy to ignore when considering potential candidates for energy upgrade work. The heritage value of an historic building can often mitigate against the most obvious interventions, such as adding some form of wall insulation or replacing windows. Architect Fergal McGirl takes a typical Georgian building in Dublin through the energy rating process and proposes some considered upgrade measures. 

The vast majority of Irish buildings are in need of substantial energy upgrade work. Given the difficult economic conditions and low public awareness of the cost, comfort and health benefits of a well-designed energy renovation, the notion of upgrading most Irish buildings is a considerable challenge. However, as Lenny Antonelli explains, new ideas are emerging that could stimulate energy upgrade work on an unprecedented scale.
